Duluth is a city in northeastern Minnesota on the western shore of Lake Superior. It serves as the administrative center of St. Louis County and has long served as an inland port.
The city is located at the mouth of the St. Louis River, across from Superior, Wisconsin. The area was first settled by European settlers in the mid-19th century and was incorporated in 1870. Harbor Plaza in Duluth is a waterfront development on Lake Superior, completed in 2024 after a major construction project. Located in front of the Duluth Entertainment and Convention Center, Harbor Plaza is part of the city's effort to reinforce the seawall and create new public spaces along the waterfront. The project was undertaken to protect the shoreline from erosion and storm damage, while also opening up recreation and access to the lake. The area consists of walkways, seating, and green spaces that connect two parks, Canal Park and Bayfront Park. The seawall is built to withstand severe weather and serves as a reinforcement of the city's waterfront infrastructure. Harbor Plaza is also designed to accommodate cruise ships, making it part of Duluth's tourism initiative. In the summer of 2025, the site was used for the Festival of Sail, where historic sailing ships docked at the new dock.
Harbor Plaza now serves as a meeting place for residents and visitors, overlooking Lake Superior and the famous Aerial Lift Bridge. It is part of the Lakewalk, the promenade that runs along the lake and connects several of the city's central areas.
